Provided are a method for switching an RRC state, an eNB (104) and a UE. The eNB (104) is provided with a transmission/reception unit (1040) for performing data communication with an MBMS·UE in a cell, a calculation unit (1042) for calculating the number of RRC connections currently available in a system, an execution judgemnt unit (1044) for confirming whether or not the switching of the RRC state of the MBMS·UE is necessary on the basis of the number of RRC connections currently available in the system and the threshold of the number of connections, a request unit (1046) for transmitting a measurement report request to all MBMS·UEs in the cell via the transmission/reception unit (1040) when the execution judgment unit (1044) confirms that the switching of the RRC state of the MBMS·UE is necessary, and an accurate determination unit (1048) for determining the accurate reference measured threshold of a parameter on the basis of parameter measurement data received from the MBMS·UE via the transmission/reception unit (1040) and transmitting the accurate reference measured threshold to all the MBMS·UEs in the cell via the transmission/reception unit (1040).
