A generating method and device of background noise excitation signal are provided. The generating method involves: generating a quasi-excitation signal by utilizing a coding parameter in a speech coding and decoding stage and transition length of a excitation signal (101); weighting sum for the quasi-excitation signal and a random excitation signal of a background noise coding frame to obtain the excitation signal of background noise in a transition period (102). The generating device involves the generating unit of the quasi-excitation signal and the obtaining unit of the excitation signal in the transition period.
