<p><P>PROBLEM TO BE SOLVED: To raise the quality of an image obtained by decoding a code reduced in the amount of code without previously preparing information for highly improving the quality of an image. <P>SOLUTION: A code data decoding means 11 decodes a code into an image after decoding the code. An image quality reduction means 13 operates a low quality image based on the decoded image when the image after decoding is high in the quality. A quality improvement information producing means 152 renews the quality improvement information producing means so that the quality improvement information, operated based on the image after decoding and the low quality image, are coping with the low quality image. A quality improvement information detecting means 154 detects a coping quality improvement information corresponding to the image after decoding by referring to the quality improvement information memory means when an image after decoding is low quality.
