PROBLEM TO BE SOLVED: To appropriately deal with illegal traffic caused by a malicious user, while suppressing the number of transfer policies to be registered in a packet filter. SOLUTION: Based on a correspondence between group information indicating a group to which a user belongs and a condition to be satisfied by an IP address allocated to user equipment that the user belonging to the relevant group utilizes, a network connection control apparatus allocates the IP address to the user equipment and when a packet addressed to another network is received from the user equipment, a transfer device performs transfer control upon the relevant packet based on a correspondence between the condition satisfied by the IP address indicating a transmission source of the relevant packet and the transfer policy.
