PROBLEM TO BE SOLVED: To provide a system which can be constructed economically, and to effectively exclude spam mails and receive only those mails that are not spam. SOLUTION: Electronic mail (e-mail) which is to be received at an e-mail user's address is received by an e-mail transmitting/receiving server having an e-mail discriminating system for non-spam mail. The system decides whether keyword for the name registered beforehand in users name list data stored in a database is included "within a predetermined number of characters at the head of the message" of the received e-mail. If the mail received includes the keyword for the name, it is displayed on a terminal or at a place designated beforehand by the e-mail address user or is transmitted to the designated mail address, after being given an information identifying symbol or advertisement in the title or message of the e-mail. For electronic mails that do not include the keyword for the name, if the mail received includes the contents of "resend mail, after giving a name that specifies the recipient", it is automatically returned to the address of the sender, or reception refusal processing is performed.
