PROBLEM TO BE SOLVED: To provide communication devices and a communication method determining transmission power of a second communication device based on communication environments of a first communication device and the second communication device. SOLUTION: The second communication device communicating with the first communication device includes a transmission power control value receiving section receiving a first transmission power control value from the first communication device, a transmission power control value calculating section calculating a second transmission power control value based on propagation loss of a signal transmitted from the first communication device, a transmission power control value determining section multiplying the second transmission power control value by a coefficient of weight to determine a third transmission power control value using a result of multiplication and the first transmission power control value and a transmitting section transmitting a signal to the first communication device using the third transmission power control value.
