PROBLEM TO BE SOLVED: To effectively remove HC in exhaust gas with a compact structure. SOLUTION: This exhaust emission control device 1 is provided with an upstream side carrier 11 carrying HC adsorbent; and a downstream side carrier 12 positioned at an exhaust gas flow direction downstream of the upstream side carrier 11 and carrying three way catalyst. The upstream side carrier 11 is maintained in the first state where a carrier part 11a of the HC absorbent is arranged in an exhaust gas passage when the temperature of the HC adsorbent therein is lower than a desorption start temperature Ta, and transfers to the second state where the carrier part 11a of the HC adsorbent is retreated from the exhaust gas passage when temperature of the HC adsorbent is raised to the desorption start temperature Ta.
