An explosion relief valve is provided to prevent the pressure reduction performance from being lowered, by securing a proper area of gas exhaust path and to form a flame barrier layer in a simple structure of rolling a porous metal strap. An explosion relief valve comprises a base plate(1), a cover plate(2), a valve plate(3), and a flame barrier layer(10). The flame barrier layer is arranged in the gas exhaust path between the cover plate and the base plate and performs flame removal and exhaust gas cooling. The flame barrier layer is made up of a porous metal strap which is rolled in multiple layers, and a spacer which keeps the inter-layer space of the porous metal strap.
