PROBLEM TO BE SOLVED: To provide a damping member capable of utilizing bamboo, and a damping panel. SOLUTION: This damping member 100 comprises a plurality of juxtaposed bars 10, a shear supporting member 20 which is arranged between the bars 10, and a sandwiching means 30 for shortening intervals among the plurality of bars 10. The damping member 100 can absorb vibrations because a shearing force is input into the shear supporting member 20 sandwiched between the bars 10, when the plurality of bars 10 are relatively displaced from one another depending on the vibrations. Additionally, in the damping member 100, the shear supporting members 20 are arranged among the plurality of juxtaposed bars 10, respectively, and a required interval (s) is set between the bars 10. Since the required interval (s) is set between the bars 10 as above, a joint portion 52 does not abut on the adjacent bar 10 even if a material having the joint portion 52 as in the case of the bamboo is utilized as the bar 10.
