<p><P>PROBLEM TO BE SOLVED: To provide a communication device capable of readily constructing an efficient virtual network that reduces communication traffic in a physical network and capable of operating it stably. <P>SOLUTION: The overlay network communication device for constructing a logic virtual network on a physical IP network comprises: an actual gate node number detection means for detecting and counting internal virtual network gate nodes existing in an IP sub-network to which a self node belongs and for detecting the number of gate nodes actually existing in the IP sub-network; and a decision means for deciding, based on the detected actual gate node number, whether to link to an external virtual network gate node existing outside the IP sub-network to which the self node belongs. If the number of the actual gate nodes is less than the target number of gate nodes, then link is performed to the external virtual network gate node.
