PROBLEM TO BE SOLVED: To detect timing in which a terminal device moves outside a service area formed by a handover source base station device. SOLUTION: A notification unit 120 notifies a radio apparatus, that is a communication target, about signal transmission timing. A reception unit 104 receives a signal from the radio apparatus of the communication target in the vicinity of the notified transmission timing. A demodulation unit 105 derives a difference between reception timing and estimate timing. In accordance with the difference, a determination unit 128 determines new transmission timing to the radio apparatus of the communication target and outputs the determined new transmission timing to the notification unit 120. If a state where the reception timing becomes later than the estimate timing occurs highly frequently than a predetermined frequency, the determination unit 128 instructs the radio apparatus of the communication target to initiate a hand-over.
