A power supply control apparatus for blocking the stand-by power and a method thereof are provided to block the commercial power which is supplied from a power supply unit, automatically by calculating the amount of power based on a method of accumulating or averaging the measurement electric power consumption. A power supply control apparatus(10) comprises a switching circuit(60), a power supply unit(20), a power measurement unit(30) and a processor(40). The switching circuit controls the supply of commercial power in response to a control signal. The power supply unit is connected to the switching circuit and an electronic device. The power measurement unit measures the amount of power used by the power supply unit and then outputs the measured result value. The processor counts the number of times the outputted measurement result value is lower than the reference power.
