PROBLEM TO BE SOLVED: To provide a water treatment method and mechanism where sludge is not generated like before. SOLUTION: In the water treatment method, an electric current is caused to flow through water in which chlorine is dissolved in a diaphragm-containing electric current applying tank 5, so as to generate a chlorine gas from the anode side thereof, the chlorine gas is recovered and is directly or indirectly acted on the water to be treated, so as to reduce a stain evaluation index. The water treatment mechanism comprises the diaphragm-containing electric current applying tank 5 where an electric current is caused to flow through water in which chlorine is dissolved, so as to generate a chlorine gas from the anode side thereof, and the chlorine gas is recovered and is directly or indirectly acted on the water to be treated, so as to reduce a stain evaluation index. Since the stain evaluation index is reduced by recovering the chlorine gas generated from the anode side of the diaphragm-containing electric current applying tank without releasing the same to the atmosphere, and acting the chlorine gas, so as to chemically cut the bonds of stain components, sludge (such as the corpses of microorganisms) in the case of biological treatment is not generated.
