PROBLEM TO BE SOLVED: To provide a system for collecting photographic images to which location information in photographing the occurrence of a disaster is added, and specifying a location where the disaster occurred based on the collected location information in occurrence of the disaster. SOLUTION: Circles are described around each location information (a photographing position), and the circles are extended until an overlap part of plurality of circles is formed. Since the overlap part of the circles is an object (the disaster occurrence location), the position can be specified. Applications for notification suitable for this method are provided to general citizens.
