PROBLEM TO BE SOLVED: To prevent the displacement of a lighting window on the front and back sides of a panel, while establishing compatibility between adaptation to a variety of thicknesses of the panel and an increase in strength of a location provided with the lighting window of the panel, in the interior finish panel equipped with the lighting window, and to provide its manufacturing method. SOLUTION: The lighting window 3 is constituted by mounting a pair of window members 30 and 30 in lighting openings 22a and 22a, provided in a pair of surface materials 22 and 22, from the backside, respectively. In this case, each of the window members 30 has a translucent top portion 31, a flat portion 32, a tubular base 33, and a flange portion 34 which is elongated in parallel with the flat portion 32. The flange portion 34 is provided with an engaging protrusion 36 which has first-third shaft portions 36a-36c having diameters reduced in a phased manner along a protruding direction, and first-third engaging holes 37a-37c which have diameters corresponding to the diameters of the shaft portions 36a-36c of the engaging protrusion 36, respectively.
