PROBLEM TO BE SOLVED: To provide a PCB-containing oil sludge treatment device and a PCB-containing oil sludge treatment method where the pressure of a press plate in a deliquoring apparatus is adjusted in accordance with the conditions of oil sludge, thus the oil sludge can be efficiently dried without leaking the oil sludge from a filter cloth bag. SOLUTION: Disclosed is a PCB-containing oil sludge treatment device provided with a deliquoring apparatus for drying oil sludge comprising fine powder stuck with PCB. The deliquoring apparatus 300 includes: a cover 310 for sealing the deliquoring apparatus; a decompressor 302 decompressing the inside of the deliquoring apparatus; and a mounting stage 308 supporting a filter cloth bag 380 packed with oil sludge. The cover is provided with: a clogging member 320 holding the opening part of the filter cloth bag and sealing the same; a press plate 330 pressing almost the whole face of the filter cloth bag toward the mounting stage; and an air cylinder 340 moving the press plate toward the filter cloth bag.
