A steering locking device of a vehicle is provided to reduce the production cost by simplifying the structure of a mold for molding a rotor case. A steering locking device of a vehicle comprises a rotor, a rotor case(100) and a steering lock housing. A starting key is inserted in the rotor, and the rotor is inserted in the rotor case. The rotor case is inserted in the steering lock housing, and comprises a case body unit(110) and a rotor inserting unit(120). The case body unit is inserted in the steering lock housing. The rotor is inserted in a through hole(125) of the rotor inserting unit. A press-inserting unit(122) in which a part of the cross-sectional shape is protruded is formed in the rotor inserting unit.
