A composition for preventing hair loss and promoting hair growth, which contains natural materials is provided to protect hair from the external environment and relieve the hair loss. A composition for preventing hair loss and promoting hair growth comprises safflower seed oil, fucoidan, alginic acid, ginkgo extract and red ginseng extract. A method for isolating the extracts of ginkgo, red ginseng and Cornus officinalis comprises: a step of washing and cutting the leaves of ginkgo, red ginseng, and roots and fruits of the Cornus officinalis and filtering; a step of performing enfleurage of ginkgo leaves, red ginseng, and Cornus officinalis using ethanol at room temperature for five days; and a step of filtering the extract with Whatman #2 filter paper and decompress-concentrating at 45°C.
