<P>PROBLEM TO BE SOLVED: To make it possible to transmit image data in high quality and low delay under a lot of various circumstances. <P>SOLUTION: A controller 111 obtains a negotiation information from a communication unit 114 including a specified transmission-allowed bit rate of a transmission channel 103, information about receivers, and measured results of the transmission-allowed bit rate; controls to determine whether or not the image data are encoded for transmission; and establishes to encode a resolution, a bit rate, a delay time and the like. Further, an encoder 113 controls the number of decompositions of a color difference component in accordance with the format of the image data to be encoded.
