PROBLEM TO BE SOLVED: To provide a hyrdrogel composition superior in an underwater antiwashout property. SOLUTION: Provided is a composition which includes a material A containing an organo-titanium compound, a polyvinyl alcohol and water and optionally contains a material B containing a calcium aluminate compound and an alumino-silicate compound and water. It is preferred that the composition has a mol ratio of titanium in an organo-titanium compound and to hydroxyl group in a polyvinyl alcohol aqueous solution is 0.05 to 0.4.
