PROBLEM TO BE SOLVED: To correctly return a determined fraction of bills drawn out by a worker who performs restoration operation of a device error and a determined fraction of bills erroneously drawn out by an operator. SOLUTION: Fraction bills not reaching a predetermined number of bills in a preceding transaction are held as the determined fraction in a temporary storage part 6a, and the number of determined fraction of bills is stored in a determined fraction counter 16a. When bills are put in an input port 1 after the bills stored in the temporary storage part 6a are drawn out, the bills are conveyed to a discriminating part 2, and after discriminated and counted, the bills are stored in the temporary storage part 6a. When the counted results and the number of determined fraction of bills stored in the determined fraction counter 16a are verified and matched with each other, the bills stored in the temporary storage part 6a are held as they are, and return processing is terminated.
