An apparatus and a method for radio resource management by using a counting algorithm in a broadband wireless communication system are provided to increase a real-time personal broadcasting service and manage wireless resources efficiently. A method for radio resource management by using a counting algorithm in a broadband wireless communication system comprises the steps of: measuring the number of terminals that receive a channel service for each channel(313); changing a service manner of the correspondent channel by using the number of the measured terminals(327); inspecting whether or not the number of the measured terminals is larger than the number of the terminals which are measured at a previous time(315); and adding 1 to the channel changing value to determine the point of the channel changing and maintaining an exclusive channel(317,319).
