A speed controlling device and a method thereof are provided to enable to drive safely using a navigation terminal by controlling a cruise control system if necessary. A speed controlling device comprises: a navigation terminal for informing a driver of the existence of a tollgate in advance and supplying location information using a can network; and a cruise control system(60) for receiving the location information through the can network and controlling the speed of the user's vehicle to regulation speed. When the navigation terminal senses that the vehicle has passed through the tollgate, the cruise control system allows the vehicle to return at the predetermined speed using the can network.
