<P>PROBLEM TO BE SOLVED: To provide a processor and program for processing an image, which carries out a process for reducing the number of values at higher speed than before. <P>SOLUTION: A partial image region is set with respect to an input image through a region setting unit 11 and determination on a predetermined number of high-order bits is made by a high-order bit determination unit 12 with respect to the pixel value in the partial image region. When matching of high-order bits is determined by the high-order bit decision unit 12, the number of values to be changed is set by a number-of-values setting unit 14. Meanwhile, when no matching of high-order bits is determined by the high-order bit determination unit 12, a range of pixel values in the partial image region is obtained by a value range calculation unit 13 and the number of values to be changed is set by a number-of-values setting unit 14 in accordance with the range of values.
