PROBLEM TO BE SOLVED: To provide a technology capable of connecting calls even if a situation where two telephone devices simultaneously and mutually make a call occurs between the two telephone devices. SOLUTION: The telephone device T1 determines, on condition that an INVITE 306 is received in a time from the start of a call preparing operation 308 to the end of the call preparing operation 308, whether or not telephone identification information corresponding to the call preparing operation 308 is identical to the telephone identification information of the source of the INVITE 306.
