PROBLEM TO BE SOLVED: To provide a switching power supply device capable of coping with a wide range of input voltage, using a simple configuration. SOLUTION: An insulating DC-DC converter 41 has a battery-charging circuit in the secondary circuit of a transformer 43. A drive circuit 42 carries out the processings, according to the output voltage of a power factor improving circuit 30 from an output voltage detecting circuit 37 for detecting the output circuit of the power factor improvement circuit 30, when the output voltage is low, and reduces the frequency at which the switching elements S3 to S6 in the primary circuit of the transformer 43 of the insulating DC-DC converter 41 are switched; and when the output voltage of the circuit 30 is high, it increases the frequency at which the switching elements S3 to S6 in the primary circuit of the transformer 43 of the insulating DC-DC converter 41 are switched.
