PROBLEM TO BE SOLVED: To prevent apparent conversion angle change and deterioration of controllability in valve timing control due to slippage of a dead band median of a solenoid valve. SOLUTION: A controlled variable operation means 70 includes a base controlled variable calculation means B5 calculating base controlled variables based on target phase difference, a feedback compensation part B6 calculating compensation quantity for compensating base controlled variable based on a value provided by integrating the deviation, an initial value operation means B4 operating an initial value for initializing the value provided by integrating the deviation when the target phase difference changes from a state regulated by the phase difference regulation means to a states other than that, and an actual phase range judgment means B3 judging whether an actual phase difference is in a range in which the phase difference regulation means can control the actual phase difference the same can be regulated. The initial value operation means B4 sets a value equivalent to the value provided by integrating the deviation when the actual phase changes in a range in which the actual phase difference cannot be controlled by the phase difference regulation means to an initial value.
