PROBLEM TO BE SOLVED: To provide a composite structure which has the effect of canceling out the vibration caused by a horizontal external force such as wind and an earthquake force, that is to say, which has a large damping force. SOLUTION: The composite structure 1 is provided with a tower structure 2, a housing structure 3, and a damper 4 connecting the tower structure 2 to the housing structure 3. The tower structure 2 is formed of reinforced concrete, and the housing structure 3 constructed in a lower level state than the tower structure 2 is constructed so that it surrounds the tower structure 2. The tower structure 2 is provided with a tower body 6 and an observation room 7. The tower body 6 formed of reinforced concrete does not have a habitable room, and the observation room 7 is provided to the projected part of the tower body 6 which is projected more upward than the housing structure 3.
