PROBLEM TO BE SOLVED: To achieve a high packet transfer rate by suppressing explosive increase of packets and reducing variations in an effective propagation speed of packets in broadcast packet communications over an ad-hoc radio communication network. SOLUTION: When a new packet is received at a radio terminal 10, in order to investigate a packet congestion status around the terminal, a packet counting means 14 counts the number of the same reception packets as the new packet, a transfer determination means 15 determines whether to transfer the packet based on the counted number, and a control unit 18 performs transfer control based on the determination. In that case, a time interval to count the number of reception packets is defined as a value obtained by denoting a count starting time by T and uniformly and randomly selecting an ending time between T and 2T, with a time point, at which the new packet is received, as a reference, wherein T is a product of a packet transmission processing timeΔt and a multiple M for collision avoidance.
