PROBLEM TO BE SOLVED: To provide a digital watermark inserting system and detecting system for completely maintaining image or audio quality. SOLUTION: Compression-coded data are re-coded using a coding control parameter value different from a coding control parameter value used for the compression-coded data, thereby inserting digital watermark information into the compression-coded data. On the other hand, redundancy is detected from the coding control parameter and a conversion coefficient value obtained from the compression-coded data into which the digital watermark information has been inserted, and an inserted watermark information value is obtained from presence/absence of redundancy.
