PROBLEM TO BE SOLVED: To adequately control the usage limiting function of an appliance on the basis of a CO gas concentration level. SOLUTION: An appliance-monitoring device is provided with: a flow rate information acquisition means A which finds momentary flow rates with a prescribed cycle, makes momentary flow rate values patterned in prescribed periods of time, and finds an average flow rate value in the prescribed periods of time to store it as the flow rate information; a CO-leaking appliance processing means B which estimates a CO-leaking appliance from the flow rate information of the flow rate information acquisition means, sets a permissible value of continuous use time to a smaller value, and stores the flow rate information on the estimated CO-leaking appliance when it determines that a leakage signal from a CO alarm 20 is present; an abnormality determination means 32 which changes the permissible value of the continuous use time according to the result of the comparison of the flow rate information obtained by the flow rate information acquisition means A with the flow rate information stored in the CO-leaking appliance processing means B to determine whether abnormality is present; a blocking means 34 which blocks the supply of gas at the time of abnormality; and a communication means 35 which reports various information to the outside.
