PROBLEM TO BE SOLVED: To provide a method for easily and quantitatively measuring a fiber orientation at a spot in a hair without preparing a hair fragment, and a method for evaluating an individual difference and damage of hair based on the measurement result. SOLUTION: ThT method, obtaines a signal intensity A of at least one band selected from a group consisting of C-C band, C-H band, amide I band and NH band, and a signal intensity B of at least one band selected from a group consisting of CH<SB>3</SB>band and CH<SB>2</SB>band from the raman spectrum obtained by irradiating a polarized pump laser to the hair and measures the fiber orientation of the hair based on a signal intensity ratio A/B of A and B.
