PROBLEM TO BE SOLVED: To achieve a plasma display panel endowed with display performance of high definition and high brightness, and yet with low power consumption. SOLUTION: A dielectric layer 8 of a front plate 2 is structured of a first dielectric layer covering a display electrode and not containing lead but bismuth oxide, and a second dielectric layer formed on the first dielectric layer and not containing lead but bismuth oxide, and further, a content of the bismuth oxide in the second dielectric layer is to be smaller than that in the first dielectric layer. Moreover, a protective layer 9 on the dielectric layer 8 is so structured that a base-layer film 91 is formed on the dielectric layer 8, and agglomerated grains 92 with a plurality of pieces of crystal grains made of metal oxide agglomerated are adhered to the base-layer film 91 to be distributed all over the surface.
