SOLUTION: A face recognition processor 100 distinguishing similar images by use of feature values extracted from the local regions included in an image that is a discrimination target has: a means 104 extracting a feature point from the image; a means 110 holding a definition table 120 defining information related to a moving destination when designating the extracted feature point as a starting point and clipping size of an image to be clipped at the moving destination; a means 106 calculating a position of the moving destination when moving with the extracted feature point as the starting point and the size of the image to be clipped at the moving destination based on a definition of the definition table 120; and a means 107 clipping the image having the calculated size as the local region at the calculated position of the moving destination.
