PROBLEM TO BE SOLVED: To provide an image processing device, an image forming apparatus, and an image forming method which suppress increase in the cost of internal memory and can efficiently perform screen treatment. SOLUTION: An image-processing substrate 3 is provided with an external memory 6 for LUT and an external memory 7 for image data. Further, FPGA 5 is provided with a color conversion processing part 8, a screen treatment part 9, and internal memories 10 to 12. The print image data from PC is once stored in the external memory 7 for image data. There are provided an internal memory selecting part 13, internal memory buffers 11a and 12a, and switching gates 14 and 15. The switching gate 14 is opened by the signal from the internal memory selecting part 13, and the LUT value for one line from the external memory 6 for LUT is written in the internal memory buffer 11a or 12a.
