<p><P>PROBLEM TO BE SOLVED: To provide a communication control system capable of operating a thin client terminal, while controlling communication between a terminal unit capable of transmitting security level information and an information processing unit, based on the security level thereof. <P>SOLUTION: The system 1 includes a first information processing unit 33, a first terminal unit 12, a second information processing unit 31, a second terminal unit 11, and communication control units 21, 22. The terminal unit 12 transmits the security level information representing an information security level. Based on the received security level information, the control units 21, 22 control communication between the terminal unit 12 and the information processing unit 33. Meanwhile, the terminal unit 11 operates on the basis of an operating system stored in the storage of the information processing unit 31.
