PROBLEM TO BE SOLVED: To detect a varying zone of an input image on the basis of incremental sign correlation by comparing a time series image of a background image with an input image. SOLUTION: A varying zone detection device comprises: a first processing means wherein a brightness of each pixel and the other pixel in the same image are compared for every pixel from the time series image of the background image, each sign is assigned on the basis of the brightness differences, and a probability value wherein each sign occurs and an absolute value of the brightness difference is greater than a designated value is calculated and memorized; a second processing means wherein the other pixels in one or a plurality of designated directions in the same image per every pixel are searched on the basis of the probability value at calculated occurrence probability, pixels in which their probability values at occurrence probability become greater than the designated value at first are determined as pair dots and probability values at the pair dots are compared with each other, and an incremental sign series indicating the brightness differences are calculated and memorized; and a third processing means wherein brightness of dots corresponding to a pair dot position is compared with the brightness of the calculated pair dot for every pixel of the input image by using the incremental sign series, each sign is assigned on the basis of the brightness differences, and a dot in which the number of cases matched with the incremental sign series is fewer than a designated threshold is determined as a varying zone.
