PROBLEM TO BE SOLVED: To provide a water restrictor installation device using a water restrictor with a flange for surely preventing the rust of the cut face of a cut existing fluid pipe as a duct remains internally connected in a water tight manner. SOLUTION: The water restrictor installation device comprises a sealing flange 31 having a first seal member 45 laid between the flange Fa of the water restrictor 2 and itself and a second seal member 46 laid between a joint ring 30 and itself, and a rust preventing ring 70 movably connected to the sealing flange 31 and having a rust preventing material 32 for preventing the rust of the cut face 26b of the existing fluid pipe 1. In the condition that the sealing flange 31 is connected to the flange Fa of the water restrictor 2, the water restrictor 2 is installed on a predetermined site K. After the water restrictor 2 is installed on the predetermined site K, the sealing flange 31 is connected to the joint ring 30 in a water tight manner and the rust preventing ring 70 is moved in the axial direction of the pipe so that the rust preventing material 32 abuts on the cut face 26b to prevent the rust thereof.
