<p><P>PROBLEM TO BE SOLVED: To control illegal communication using a program illegally installed in an information processing apparatus such as a personal computer without notifying a user. <P>SOLUTION: An input event setting part 11 acquires an input event and input time from an input interface 2 such as a keyboard and a mouse which directly requires user's operation and stores the acquired data in an event DB 15. Thereafter, an operation processing part 12 performs normal processing of an information processing apparatus. In communication processing, an event determination part 14 determines whether a user operation event occurs immediately before based on a communication processing request received from a communication control part 13.
