PROBLEM TO BE SOLVED: To normally control a cooling fan even when abnormality (malfunction) occurs in detection of stoppage of the cooling fan operation. SOLUTION: The recording and reproducing device includes a cooling device 200 for cooling a heat generating section of the device, and also provided with a decision means 430 for deciding the operational state of the cooling device by comparing an instruction issued by an instruction means 410 for the cooling device operation, the operational state of the cooling device by a stoppage detecting means 210 and the operational state of the stoppage detecting means by a stoppage detection checking means 420 with one another. In the decision means, before the instruction to make the cooling device operate is issued by the instruction means for the cooling device operation and when the stoppage detecting means is decided not to be normally operated, by the stoppage detection checking means, the operation instruction to the cooling device by the instruction means for the cooling device operation is not output.
