<P>PROBLEM TO BE SOLVED: To provide a device and method permitting safe content distribution and utilization through a network without impairing a user's convenience. <P>SOLUTION: Use right information indicating a license as a use right corresponding to contents is stored in a license storage device (RHD). In utilizing contents, right information is output to a content use device (CPT) from the license storage device (RHD) and further transmitted to a content distribution server (CSS).
