<p><P>PROBLEM TO BE SOLVED: To provide a developing roll reducing a stress and improving a fatigue-proof function of toner at a high reliability and to provide an effective manufacturing method for the same. <P>SOLUTION: The developing roll 10 provided with a conductive elastic body layer 14 on an outer circumferential surface of a shaft body 12 has the conductive elastic body layer 14 formed by foaming rubber which is obtained by foaming a millable rubber material.
