PROBLEM TO BE SOLVED: To provide an image recognition method and an image recognition device which can reduce the processing load and facilitate effective memory utilization, by eliminating redundant calculations and data. SOLUTION: At step S31, one of eight adjacent neighboring pixels of the focused pixel Pi, j is selected clockwise. At step S32, the pixel value of the focused pixel Pi, j is compared with the pixel values of the adjacent neighboring pixels of this time. At step S33, 0 or 1 is set to corresponding bit of the OLBP according to the comparison result. At step S34, it is determined whether the processes are completed to all the non-redundant neighboring pixels. If the processes are not completed, the control returns to the step S31 and repeats the same processes to all the neighboring pixels shifting clockwise till settings to all the pixels are over.
