<P>PROBLEM TO BE SOLVED: To make a specific (for instance, under viewing) program smaller than the delay of a specific (for instance, under viewing) program, and to obtain the descrambling keys of more programs by one CAS card. <P>SOLUTION: According to a first invention, a delay amount is made smaller than that of the program not under viewing and ES packets are not delayed for the specific (under viewing) program, scrambled ES packets are delayed for 400 ms at maximum for the program not under viewing, and decoding processing in the CAS card is executed fully utilizing the cycle of 2,000 ms at maximum.
