<p><P>PROBLEM TO BE SOLVED: To provide an image forming apparatus, while being a full color image forming apparatus, obtains time for a first copy which is equivalent to a monochrome image forming apparatus. <P>SOLUTION: The image forming apparatus includes: an imaging unit 20 making an electrostatic latent image by color among a plurality of colors including black on a photoreceptor 40; a developing unit for making the electrostatic latent image into toner images by color, a transfer unit for sequentially transferring the toner images formed on the photoreceptor 40 to an intermediate image carrier 10; a transfer paper transferring unit 22 for transferring the toner image formed on the intermediate image carrier 10 to transfer paper P transported from a paper supplying unit 2 by applying optional bias to the transfer paper P; and a fixing unit 25 for fixing the toner image on the transfer paper P downstream of the transfer paper transferring unit 22.
