PROBLEM TO BE SOLVED: To control interference caused by wireless communication in the other communication path, and to select a communication path in which the cost of the communication path is low. SOLUTION: A communication path selector determines a communication path on which wireless communication interference with a temporary communication path or the other communication path easily occurs as an interference communication path, and selects a new communication path which is configured by adding a communication path rather than the interference communication path as a path candidate to the temporary communication path. Costs of all the communication paths included in the path candidates are added to calculate the cost of the total communication path. The communication path selector selects a path candidate of which the cost of the total communication path is the smallest from among the path candidates as a new temporary communication path, and if the temporary communication path includes a terminal node, the temporary communication path is selected as a final communication path.
