PROBLEM TO BE SOLVED: To provide a weed-proof structure which prevents weed growth in the entire zone where weed-proofing is necessary, effectively prevents weed growth particularly in a shoulder surface adjacent to a pavement surface over a long period of time, and can be efficiently formed at low cost, and to provide a method of forming the weed-proof structure. SOLUTION: The method of forming the weed-proof structure inclusive of a weed-proof sheet is implemented in the weed-proof zone of the shoulder surface adjacent to the pavement surface. According to the method, a step of laying the weed-proof sheet in the weed-proof zone is composed of: a step of arranging a first end of the weed-proof sheet A so as to overlap a pavement surface end; a step of fixing the first end of the weed-proof sheet A to the pavement surface end by thermal fusing or tape adhesion; a step of fixing the first end of the weed-proof sheet A to the pavement surface end by a first nail-type tool; and a step of fixing a second end of the weed-proof sheet A, opposite to the first end, to the ground surface of a slope by a second nail-type tool.
