A locking device is provided to easily perform the locking action or the release action by using only driver without using the separate tool for the locking action or the release action. A locking device comprises the anchoring bolt(11), the rocking frame(20) and locking plate(30). The manhole frame(40) of square is installed at the upper part of the underground structure. An opening is formed at the center of the manhole frame. The manhole cover(10) is combined with the opening of the manhole frame. The key insert groove(41) is formed in the manhole frame. The locking plate is inserted into the key insert groove. The anchoring bolt is formed in order to fix the rocking frame on the inner side of the manhole cover. The rocking frame is combined in the inner side of the manhole cover. The rocking frame has 2 fixture and screw groove. The locking plate comprises the gear of the rack form and sliding groove.
