PROBLEM TO BE SOLVED: To provide a technology can decode a required video image without the need for using video images of all cameras in a referencing relation to each other in the case of adopting a configuration of efficiently coding a multi viewpoint moving picture through the use of parallax direction prediction and temporal direction prediction at the same time.

SOLUTION: A coder side codes a reference viewpoint image photographed by a camera at a reference viewpoint, a distance image indicating an estimate distance from the camera for photographing the reference viewpoint image to an object, and a parallax difference image indicating a coding object image and a parallax compensation image estimated on the basis of a positional relation among the reference viewpoint image, the distance image and the camera. A decoder side decodes the reference viewpoint image, the distance image, and the parallax difference image, estimates a parallax compensation image on the basis of the positional relation among the decoded reference viewpoint image, the decoded distance image, and the camera, and restores coding object images photographed by cameras cross-referenced with viewpoints other than the reference viewpoint on the basis of the estimated parallax compensation image and the decoded parallax difference image.
