PROBLEM TO BE SOLVED: To present a thumbnail image which makes it attainable to easily recognize the contents of a chapter. SOLUTION: The video viewing support apparatus includes: a chapter division part 103 for dividing an input video image into chapters; a chapter classification rule storage part 104 for storing a classification rule to which the kinds of the chapters and information indicating a key for classifying the kinds are made to correspond; a chapter classification part 105 for classifying the respective divided chapters according to the classification rule; a thumbnail extraction rule storage part 106 for storing an extraction rule to which the kinds of the chapters and the feature information of each candidate image for extracting a plurality of thumbnail candidate images respectively by kind are made to correspond; a thumbnail candidate extraction part 107 for extracting the candidate images according to the extraction rule from the respective divided chapters; a thumbnail image generation part 108 for generating the thumbnail image on the basis of the extracted candidate images; and an output part 111 for outputting the thumbnail image according to the chapters.
